Our Position

TFI supports the efforts of the Department of Homeland Security (DHS) in its efforts to implement a national system of registration and recordkeeping to help prevent ammonium nitrate from being attained by individuals or organizations with criminal intent.



Ammonium nitrate is an indispensable fertilizer and, when used properly, is completely safe for crops and to surrounding communities. Unfortunately, malicious individuals can manipulate it for harmful or criminal purposes.

Following the Oklahoma City bombing tragedy of 1995, TFI partnered with the Bureau of Alcohol, Tobacco, Firearms and Explosives to launch an educational awareness campaign targeting the agriculture industry to heighten their protections of ammonium nitrate.

In 2007, the 110th Congress enacted legislation, much of it based on the educational work done by TFI, requiring the DHS to create a uniform, national regulatory system for securing ammonium nitrate. The result was a proposal for an Ammonium Nitrate Security Program.
